Obito Uchiha technically has access to gravity abilities, including Shinra Tensei, Bansho Ten’in, and Chubaku Tensei, but he rarely uses these in battle. After he receives the Rinnegan and gains access to Deva Path abilities, he can theoretically use these gravity tactics whenever like Madara or Sasuke, but almost never does.
Obito Uchiha chooses to rely on other methods in battle to win, especially Kamui. This allows him to use instant teleportation and warp enemies away from him to prevent damage. When Obito Uchiha is in a 1 on 1 battle, Kamui is much more useful for him. Therefore, he is behind when it comes to other users of gravity due to lack of experience.

Sasuke Uchiha is an impressive gravity user. After he gained access to the Rinnegan from Hagoromo Otsutsuki, he was able to start using Deva Path abilities. In particular, he uses Chibaku Tensei, and can likely utilize Shinra Tensei and Bansho Ten’in as well. Chibaku Tensei is his most frequently used ability, which allows him to essentially pull in anything around him and trap them.

With these abilities at his side, he was able to completely destroy the entirety of the Hidden Leaf Village with one attack.
Nagato is very versatile when it comes to gravity abilities, and is the most consistent. However, he falls a bit behind due to his physical condition, as he is incredibly weak, and he often has to utilize a lot of chakra to perform these feats, which drain him. Due to this, when up against enemies, he was often at a broad disadvantage that allowed others to attack him with ease.

Madara Uchiha has some of the most impressive gravitational abilities, especially when he utilizes Chibaku Tensei to summon multiple meteors at once. He can also easily manipulate gravitational pull when in the middle of a fight, and, when battling as Ten-Tails Jinchuriki, his power is taken to the next level. With his meteor ability alone, he is a tough one to defeat.

Hagoromo Otsutsuki is by far one of the best gravity users in all of Naruto due to being the original wielder of the Rinnegan. Because of this, Hagoromo not only had access to likely every Deva Path ability, but he was at a much more advanced level due to being an experienced user. He even created the moon through the use of Chibaku Tensei.
As a Ten-Tails Jinchuriki, Hagoromo possessed an unreal amount of chakra, god-like gravity abilities, and was able to easily control his power. He was even able to split the Ten-Tails into multiple Nine-Tailed Beasts in order to prevent an overload of power. However, compared to Kaguya Otsutsuki, he falls just a bit behind.

Kaguya Otsutsuki was the mother of both Hagoromo and Hamura, and was the matriarch of her family in the Otsutsuki Clan. Going against her clan’s wishes, she consumed the fruit of the God Tree and became the first wielder of chakra. Eventually, she merged with the tree’s Tailed Beast form, and lost in a battle against her children which ended up in her being sealed away.
